Yes, this is normal, since there is a possibility of abuse in the retail sector. They will ask him all the questions to assess that everything is genuine and there is no buying/selling of CoS/Visas, etc. They may ask questions around - how did you apply for the job, how many rounds of interview, how much experience do you have, have you paid any monies, they can go to any extent to check that everything is genuine. With B1 level of English they would expect the applicant to be able to speak at least conversational English or else how would he/she work in a Shop dealing with customers, so asking for an interpreter may lead them to doubt things.
